New Orleans has some of the worst ghettos in America. Again, New Orleans Now is NY back then. Some people even say the paverty, killing and everything else is so bad that the storm help clear it all out. The wel-fare rates were sky high. They say by some of the people moving out of NO because of the hurricane that it may have helped them escape the poverty. Both NY and NO have been throuh a lot of poverty, and some people still want to bring that lifestyle to mordern day.
