Both the city and state were not warned in time. The Mayor, Senators, Represenatives, and the Governor all THOUGHT that someone was taking care of the problem (providing evacuation strategy). IT FAILED! So what is the next solution? We should blame it on the leader of the United States of America. And on top of that, we will infer that he is a racist.
People, are we serious? Does this make sense to anyone? Furthermore, to agree with someone like Kanye, who is an artist and oblivious to the facts of this tragedy, is absurd. Look to someone with real credentials. The "Rev." Jesse Jackson asks the president why black people are not leading in the evacuation. Is he trying to say that only a black person can perform this duty, not to mention that if a white person is in charge he will neglect those in despair. THAT IS AS RACIST AS IT GETS. I would not call the local and state officials racists for not notifying the public in time, not to mention leaving dozens of school buses to be flooded in a parking lot. I WOULD SAY THEY DID NOT DO THEIR JOB.
In the real world if someone is wronged at their job they do not go to the owner or CEO of the company. There is a chain of command. It is what our country in based on. If the people are not satisfied with the response in New Orleans, and I do not see how they could be, they need to elect a new mayor, governor, senators, and represenatives.
This moaning and crying about the disaster being the president's fault is embarrasing. Look to the people who are in charge of the state that did not evacuate the people when they had the means.
Bush can be blamed for the city flooding. But not the deaths of people who did not have a way to escape mother nature. The response was slow, but there are elected officials that run the state, not Bush.

As a former resident of N.O., I can tell you for certain that the vast majority of blacks within the city were poor and undereducated.
It did not surprise me to see blacks looting armfuls of Girbraud jeans and other material items, because so much of the culture is centered around perceived wealth. Kanye West and hip-hop culture propagates this absurd fallacy. If West is so truly in-tune with black culture, and if he has a genuine concern for the people of this ravaged city, then he can afford to share his wealth.
