I agree mostly with everything Pimp C is saying and he parallels mostly what Nas says in Hip-Hop is Dead. He's not hating or being bitter but it's frustration due to the demise and destruction of the artform of Hip-Hop. However the "time" thing is way off. Remember the time zone is based on the amount of daylight to a region, whereas states, GA in particular, are based on geographical location in the USA, N,E,S,W. Moreover, the sun only moves in one direction, E to W, and directly send rays to the earth, so the time zones, including: UTC, Atlantic, Eastern, Central, Mountain, Pacific, Alaska, Hawaii-Aleutian, and Samoa could only be divided vertically across the US. As the sun makes its path from E to W, one particular zone is receiving the same amount of daylight(usually 12:00pm), while another is awaiting the sun. In other words, same amount of sunlight= same time. Therefore some Southern states aligned with some Northern states will be in the same time zone. For example, the state of Florida (South) is in the same time zone (Eastern Time Zone) as the state of NY(East). So the fact that Atlanta and NY both have Eastern Time doesn't necessarily mean that they are both geographically located in the East of the USA, it just means they get the same amount of sunlight at 12:00pm. USA Geograpghy differs from USA Time Zone.
